Not really. Humanitarian system in general does not work very well and the problem is not the lack of financial investment. The main problem of Africa are probably the corrupt, incompetent goverments - most of the financial aid you would provide would end up in their pockets.

Hispania was not spain but a roman province like mauretania tingitana , also visigoths controlled way more territory than modern spain it wasn't spain. There is a population explosion going on in black africa. Apart from the french neo-colonization in some parts (the italians are angry with the French because they earn less than before), the Chinese have taken over everything in black Africa.Europe will benefit from stronger Magreb countries to stop the flow of immigration. Maghreb countries can serve as a buffer zone. 26 millions looks like a handout tho. billions should be spent so that the Maghreb countries benefit too.
