I saw a news article many years ago about a large volume of English people who'd complained about Romanian immigrants (especially Roma gypsy pickpockets) rudely staring at them on public transport and making them feel uncomfortable. The immigrants had to be given English etiquette lessons teaching them to learn how to queue and to not stare at people in order to help them culturally integrate.

4:52 If a guy stares at another man (especially a working-class man)... it's very likely he'll get a hostile response and a punch in the face.

Yea its the same here, but if you talk to someone you always look them in the eye, it's a sign of respect, to look away from someone while speaking is considered rude here. If you are just weirdly staring without engaging might get beat up
Those who want to live, let them fight, and those who do not want to fight in this world of eternal struggle do not deserve to live.

Even if this were hard--that is how it is ! Assuredly, however, by far the harder fate is that which strikes the man who thinks he can overcome Nature, but in the last analysis only mocks her. Distress, misfortune, and diseases are her answer.

In Uruguay eye contact is very common. Sometimes you casually make eye contact and smile to the other person just to be nice. The downside is that staring is also common. It’s not particularly bad manners like in other countries, people here just don’t realize they do it. It might cause visitors to feel observed.

yea here its mostly when you are having a conversation, it would be awkward to look away while talking or being spoken too unless you are trying to get away . But like in the grocery store, when you are speaking to the cashier or having a conversation on the bus, people are very friendly and respectful usually, only weirdos and crazy people stare for no reason.

I find it pretty rude. I would not stare at a random person in such a way.

    I don't like eye-contact. It is weird.

It is pretty normal in my city.
