The Russian Empire was the true successor of Byzantium, after the fall many members of the aristocracy and clergy found shelter in Russia, which became the guide of the whole Orthodox community.

Ottoman Turks were just invaders with an alien religion, they had nothing to do as Byzantium successors.

First of all, Christianity is equally alien. It's all the same middle eastern mumbo jumbo. And the genetic shift was about 5-10%, more or less same people, just a different brand.

Neither. Two empires that take a lot of pages in European history books but without the significant people or significant accomplishments

Excellent yet unanswerable question, Ottoman empire is factually a continuation of its predecessor, I think it was a form of reboot on a more aggressive stances but in fini, both have tremendous internal problems all along their existence, and took too much space in history books for very few accomplishments.
The magnificence they create are respectively observable depending on the rive of the Mediterranean sea you stand at, Byzantine in the north, and Ottoman in south.
