Russia was never a Rome, was very different from the USSR which was again never anything like a Rome.
That’s like saying Germany is the successor of the Roman Empire. At least the germanic Holy Roman Empire pretended to have the Roman connection. And if we want to play with titles, Germany's king as Kaiser (=Caesar)? Russia was but a construct of the Viking Rus with Tartar overlay, with nothing to do with Rome.
The Muslim World also followed the Byzantines in not recognizing the legitimacy of the "Holy Roman Empire" as a successor to Rome and followed Byzantine practice of refferring it as the Empire of the Franks (Frangoi in Greek / 'ifranj in Arabic) and "Frankish" became the designation of Western Europeans in general. The Ottomans simply used the Slavic word for Germany, Nemche.
