Hard to say, but northern french aren't homogeneous. In Alsace Lorraine they looks more German, in Flanders belgian, in Normandy british. Maybe northern german are a little more homogeneous and closer to scandinavian.

Swedes and Northern Germans share more phenos IMO. Many Irish people just look to distinctly Irish.

Going to agree with everyone else and vote Swedes/N Germans due to the fact that both groups share a few common phenotypes, however you can still usually tell one group apart from the other quite easily.
By contrast, the north of France is extremely diverse, and only those in the Northwest really resemble the Irish to any noticeable degree IMO.
