We have to look first at the most common and dominant racial phenotypes in their respective populations. Then can we see the commonality between populations.
Continental Europe
Northern Germany
Dalofaelid & Borreby to a lesser extent Hallstatt Nordid
Sweden
Hallstatt Nordid, Dalofaelid to an extent Borreby
Northern France
Sub-Nordid, West Alpinid
Ireland
Keltic Nordid, Brunn
Therefore it is pretty clear that the Northern Germans would be much more similar to the Swedes than the Northern French vs Irish!

Swedes and Northern Germans. Northern Germans has more Slavic-influenced phenotypes, though, afaik the only Slavic phenotype present here is Baltid, possibly West Baltid too.

Certainly the N Germans and Swedes, the Irish are really nothing like the Northern French(though i would say that the southern English are as similar to the Irish as the north Germans are to the Swedes, that would be a tie) but having visited Lille in July i noticed that the locals there seemed much more tanned and often quite German looking in their complexions than the Irish or the Scots are and the weather is not much sunnier in Lille.

Having visited Ireland I can say they don't look very similar to any continental European people, more in common they have with fellow British Isles people, actually quite similar to them. Northern Germans on the other hand aren't far off from Swedes from experience, but neither very close, they still look German foremost.

There are differences in between the North Germans as well, some regions are more turned to the Dutch, others to the Baltic, there are also some places with much stronger Neolithic or "continental keltic" types (strong presence of Alpine and Dinaric/ Noric types) which would surprise some/ or may lead to the conclusion that Germans look everywhere pretty similar.

These two look like twins, one is Insular Celtic (Ireland) and one is North Germanic ( Sweden).
