Assuming we're using the same scale. the first reform would be very right wing economically. While the 2nd reform would be authoritarian as opposed to libertarian.

Obviously this scale isn't the best, because it doesn't really take into account all issues, but it works well enough for modern purposes. For example, fascists like Mussolini/Nazi SA and many communists of that period were both Authoritarian leftists, but they differed greatly on other issues such as internationalism vs nationalism.

Left-wing and right-wing categories are extremely broad and the general distinction is just that left-wing politics supports social equality and egalitarianism first and foremost in all aspects. The first one doesn't necessarily contradict this general principle, while the second one, well...

A Institution can be partially privatized, while someone is either expelled or not.

And that is the whole point. While both are called 'right-wing', ultimately these two strands of the right are not only quite different but in many respects even in opposition to each other. That said, by and large right-wing parties and movements do manage to stay united and cohesive much more than left-wing parties and movements do.

Because I associate the true right above all with social conservatism, or rather traditional values.

If no. 1 is the standard of the right, then I'm not right wing. I don't really care about that, but in the post cold war era the battle lines are cultural and racial.
