As far as I know Poland, Czech Republic, or Slovakia are fine. Others wont suit you because many things you'll find as injustice from American perspective. For example, private properties isn't the matter of law but rather political organization that occupies the government, doubtful human rights, etc. As a foreigner you'll find yourself in weird situations how everyone wants to rip you off, alongside with other things that will bend your mind.

It is Global city in my view, despite most of locals are Hungarians. It has similar lifestyle, latest trends, to New York for example. People are very international, educated and open minded, and central neighbourhoods are mix of locals and expats. It is very cosmopolitan. When you see New York, you don't see essence of America, similar for Budapest.
I would argue average Budapester , or any big city dweller has more in common with big city resident in other European county than with his compatriots from small towns and villages in same country.

If it is possible for you go for a trip to Europe first.
Tou can manage to visit Prague, Vienna, Budapest, Bratislava in 1 day.
Than you can go to Slovenia, Croatia, Serbia...
Or Poland, Baltic states.
As it goes for me, despite I like Slovakia I dont want to live there, Bratislava is a boring 'city'... I am not sure how 'easy' is to migrate to Russia ...

You can 'migrate' to almost any country in the world if you have around $500,000 to 'invest', and then of course reside there, learn the language, etc. Believe me, I've looked into this.
If you have recent ancestors, you can often try to claim nationality based on heritage; you usually need proof that a parent or grandparent is from the country, but also that you speak the language, etc...
