Croatia is generally expensive country, especially for Croats. Our currency is strong, salaries are relatively high and cost of foods can be incredible.
In tourism lot of people get greedy and demand too much as peak season is short, but main reason could be Croatia is aspiring not to be mass touristic destination like Spain or Turkey, but to attract tourists with higher financial capabilities.
Living costs are too high for sure. Croatia recieves low investment because of high prices/salaries and since it isn't competitive economy grows slowly or stagnates but prices remain high.
