In ancient times the Celts were more powerful, but became irrelevant by medieval times, while the Baltic Lithuanians conquered a large empire in Eastern Europe during the Late Middle Ages. By the late 18th century both were small conquered peoples. Probably the Gaelic Irish and Highland Scots have a more impressive military career in the British army though. Still both groups are rather small and not warlike anymore. The question is kind of silly, even because these peoples aren't even neighbours.

Balts used to be pretty tough in the past. Yotvingians were legendary warriors.Then I'll bet on balts.

I think it is obvious that it is Celts and even if Irish and Scots were subsumed into the British Empire they were always among the best troops. Even at the Battle of Waterloo Irish troops were heavily represented and when Irish fought they were always good soldiers. Irish, Welsh and Scots were noted as good fighters. Irish were also great mercenaries and were involved in French, Spanish and even Russian armies.
This is a great movie if anyone wants to watch.
