The backbone of K. u. k. was the hungarian army and militarism, they were like prussians in Germany especially székely and hajdú ethnic groups. Hungarians can be very fanatic fighters, they continued the WW1 when Austria and Germany has already surrendered. Hitler hated on Austria-Hungary because he belived in only ethnic german country and there were many jew in Wien and Budapest.

Yes, the Austrian army was not as well organized and led as the Prussian's, but they were no joke either in 1866. Königgrätz was a closer thing than it's generally assumed. The problem was that part of the Austrain army and its best general, Archduke Albrecht, had to face the Italians in the south. Had these forces been available against Prussia I think they could have won. And the Bavarian army gave as good as it got, but it was too small against the Prussian juggernaut.
