Finland and Estonia are quite different from each other. It would make more sense to group Finland with Sweden (economically & culturally more similar) instead.
Anyways, obviously Netherlands/Belgium. Finland/Estonia seems too depressing and boring for my taste.

Weird question, the Netherlands is arguably the best non-microstate country in the world right now statistically. Flanders is up there too.
A more interesting question would be N. Italy/Basque country vs Finland or Estonia vs France.
