Or a non-Med example would be Vienna (not a country though).

Vienna is romantic in that first sense I gave of being passionate and sensual. Same with Paris.

I’m more trying to think of countries where the people are all lovesick hopeless romantics, but they keep those feelings bottled up and unexpressed, unlike the stereotypical Med.

I would speak about cities more than whole countries.

In my country I would say San Sebastián, Seville, Segovia and Salamanca.

In another countries I found romantic air in Budapest, Prague and the small villages of southern Germany.

I'm not very romantic but when you travel with your girlfriend, well you know...you have to show some romanticism. Personally I prefer to taste local food.
