Puerto-Ricans, I’ve also seen some pretty dark Cubans.

    Anywhere in the Caribbean.

    Panamanians are blacker than brazilians.

Chocoan colombians are the blackest latin americans after haitians.

Yes, but those colombians re like 1% of Colombia population and are like 400k people. I would say that D9m8nican Republic has more blacks in percent and numbers.

    They go in this order:

    Haiti
    Dominican Republic
    Panama
    Cuba
    PR/Venezuela/Colombia/Brazil

Brazil is far, very far from being in first or second place, lol

Apart the case of Haiti which is very obvious and sui generis, for that reason OP didn't mention and it's ok I'd say:
    - Panama.
    - Cuba (because of it's segregated population).
Puerto Rico is more homogeneous than Cuba and has not only more less +85% Euro population but also a bigger number of very african influenced individuals.
