Its not like you cant move, you will live at one place but you can still travel around the world, we are talking about pernament residence.

From the Russian cities, I would choose Sevastopol. I would have gone there even tomorrow, but my wife doesn’t want it not for love or money.
From foreign cities - any quiet city in the European Mediterranean with a sufficient number of Russian-speaking emigrants.
The main thing is that there is no winter and snow.
