They are genetically and phenotypically somewhat close to NW Europeans like French/Irish/West Germans. They are politically quite liberal for a south European country with a colonial history, they have a reasonable standard of living. The answer is obviously North Europeans and I am not a Spaniard. If by just North Europe you mean Only Scandinavia they might be closer to some eastern european countries like the Balkans culturally/phenotypically/genetically.
