About the subject, I'm not sure if Uruguay is really 'whiter' than Canada. The white porcentage of Uruguay, according to Latinobarometro, varies around the 75 mark, including probably castizos and maybe even (light) harnizos while Canada is around 73% white/european or near european.

The US census has been based on self-declaration for some time. The "white" would come from the internal divisions of each country. "white" does not indicate that it is European.
