    Nope, Italy is usually ranked among the bottom five or so in Europe, while Greece is slightly better than France.

    I have the impression that the country of South Korea is more Westernized than Japan, they also have a much smaller population compared to Nippon, which makes their society more competitive, since their market is more limited, they focus more on the overseas and having better English fluence.
    (1) I think Japanese and South Koreans have a comparable level of English, i.e. not great, beyond a minority of mostly big city individuals. (2) How and why would South Korea be more Westernised than Japan, when it developed much later?

    Do people think I should have written Eurasia rather than Central Asia, in order to include Russia, Ukraine and the Caucasus, where English isn't especially widely-spoken either?

    almost no one speaks english there...and by that i mean 0. most people cannot understand more than "OK"

    I don't have objections about the places that you've listed and I guess you're right to list them. Eurasia includes western Europe and India where English is used a lot.
    N. Caucasus should be included too. Ukraine and some other east European countries too. I don't know what is the current situation in S. Caucasus.

    I think the Toulambi tribal people of Papua New Guinea in Oceania.

    A French film crew arrived there once in the incredible recording below, and the tribal people (who've managed to preserve their ancient stone-age culture for thousands of years,) had never seen nor had any contact with the modern world outside of their tribe.

    They weren't familiar with any European languages (not even English,) had never seen items such as matches, salt, cameras, shoes, modern tools, etc. They had never seen white people before and were very startled, curious, and nervous to approach the French researcher and his cameraman. They were fearful to touch the two white visitors to their tribe at first as they thought they were seeing ghosts.
