He wasn't Greek in the Classical meaning of the word, since he belonged to a different age. He lived 500 years before the Greek culture as we know it, which emerged from the Hellenic Middle Ages.
The epoch of Achilles was dominated by the Mycenaean civilization, the Mycenaeans and the Achaeans were the Indo-European peoples that some generations before the Trojan war arrived from the north, they settled in the "Greek" peninsula, conquering the cities built by the indigenous inhabitants, the Minoans, the first great civilization of Europe, a pre-IE civilization, which was in full decadence during that age.
The same city of Troy was probably a former Minoan / Pelasgian colony which still ruled over the naval trade routes going to and fro the Black Sea. For this reason the Trojan war was probably the last act of the IE invasion of the Aegean area, the new IE rulers vs the ancient pre-IE rulers.
The Mycenaean civilization disappeared soon after the Trojan war, when a new IE people (the Dorians, ancestors of the Spartans) arrived from the north, and since the Mycenaean forces were depleted after the Trojan war, and since the Dorians were skilled warriors armed with iron weapons the Mycenaeans with their bronze weapons were obliterated. The arrival of the Dorians plunged the region into the Hellenic Middle Ages, a dark age where the previous civilization disappeared, and a lot of things were lost forever, the Mycenaean and Minoan writing systems and languages were forgotten, as well as the arts, advanced architecture, and advanced metallurgy. It took five centuries for a new great civilization to emerge after all this, and it was the Greek civilization as we mean it, with a new language, remotely derived from the IE Mycenaean language with some Minoan loanwords here and there, the arts, the architecture, and advanced metallurgy were rediscovered from zero as the centuries passed, this new civilization acquired a new writing system derived from the Phoenician script, to replace the forgotten writing systems used by Minoans and Mycenaeans.
The concept that the Trojan war was a thing of Greeks vs Greeks is a misconception due to Hollywood movies.
