Linguistically and culturally Northern Italians may be closer, but genetically Basques and Catalans are miles ahead of Italians in proximity to French. Most of SW France is Iberian-like genetically.

They are their own thing. Southern French share certain similarities with both Northern Italians, on one hand, and Basques and Catalans, on the other. Yet, there are differences as well. Considering countries/populations in their entirety they look like neither.
