I don't know how this could possibly be true. Being in Delhi is like walking through a Home Depot with sawdust debris everywhere. After long enough, you will begin to cough and have an irritated throat. I lived in Delhi for 2 months and India cumulatively for 1.25 years. The roads are clogged and they have these old, large trucks that constantly belch black smoke into the air. Delhi's atmosphere is yellow. It literally looks like another planet.
