Dragos left Maramures on the pretext of creating a march of Hungary, to have a line of defense against Tatars/Mongols. He was a military man himself. He smartly made Hungary pay for the creation of Moldova. But he didn't consider opportune for such a young state to go to war against Hungary.

Think about this. Even in their most sovereign years (14-15th century), Moldova and Wallachia were practically still marches of Hungary, that's how their societies/economies worked. When Hungary fell to the Ottomans, all three Romanian principalities had to request Ottoman tutelage.

This person, nor his descendants, never wanted to create an independent state for Vlachs. Moldavia was just an autonomus territory on eastern side of Carpathians till 1359. Dragos was put here only as a governor, this is reality.

Only Wallachia was fully dependent by Hungary, Moldova most of the time had strong relation only with Poland.
