What she said is a large exageration I don't know why people want to portray S.Italy as equally dark or equally exotic. That's not true. There are areas that are very similar to central italians regions I'm not only talking about Northern Campania but SE Sicily, Cosenza area (Northern Calabria), Northern Basilicata. I think people have the stereotype of the swarthy italian that speak loudly, this is maybe the typical "Neapolitan" but nowhere all the S.Italians.
There are also very sharp genetics differences in that region, people often don't know that in S.Italy you cand find people more closer to NA than to 95% of european genetically to people that are Tuscan-like, I'm not joking.

Yes, culturally is more similar to Iberia, the Romans played a huge part in that.
Think also in terms of language.....West(considering the southern half of Europe) means Romance languages, and Italy is surrounded by Germanic, Slavic, Hellenic(i mean only greek) languages (Excluding France and Italian part of Switzerland of course), yet linguistically has nothing to share with Austria, Slovenia or Greece. Well, a lot of words of Greek origin are common in many languages and are often are specifical terms regarding for example pathologies.
The point is that also language proves Italian "westerness"

Genetic is just one thing, I know Tuscans very well, since they're practically my bunch and I've a lot of Tuscan ancestry and I can tell you that those samples might say they're in between but in terms of look they are very Southwestern..... This of course if we have to be more specifical, since we all know that several phenotypes and looks are shared by all the European ethnicities on the mediterranean, from Spain to Greece.
