Honestly, when I was in NYC, I experienced something very similar! Nothing as strong as in the video (I wonder in which neighborhoods she was walking in?! ) but I never felt unsafe or harassed at any moments. But definitely was really surprised to see that, as these things rarely happens to me here in Paris!

Her body language ''look at me'' she gives off that vibe. She should also try and cover up more instead of showing all her body parts in this way she will get hit on less. Even then this is nothing shocking in general that she's getting hit on, dudes see some curves and they get thirsty. Though never seen this in Europe and I agree it's out of line.

Americans in general tend to be more forward and aggressive than you see in most of Europe, except maybe parts of France or Italy, and maybe some "urban" areas in Britain are similar.
