I think European admixture among CV's depends a lot if you from an island or another. I think those who live here come mostly from Santiago who is more SSA than the other islands, at least here I perceive local CV's as very black.

Yes, I perceive Cape Verdeans as black too rather than mulatto in the vast majority of the cases. Nonetheless, dispite looking morphically African they are still considerably lighter than Bissau-Guineans who are in majority their direct African ancestors:
