I think this is the greatest reduction in homicide rates in the History of Latin America. Not even post-Escobar Colombia managed to lower its then atrocious murder rate this fast. And the good news is the reduction in Brazil has been steady and continuous every month and almost uniform as all states have been experiencing more peaceful days. I can only hope this trend lives on and the national murder rate can be lower than 10/100,000, the limit rate considered "acceptable" by the UN.

17.8 murders per 100,000 is no ideal statistic, but the numbers have been going down in all states, especially the most non-White ones.

Some sources credited 2017 with a rate of 31.5/100,000. Also, I am basing 17.88 based on August 2019. As violent crime rates have been going down even throughout the current year, the statistics for 2019 as a whole will be a little higher than 17.88. The 17.88 rate is reliable as a way to understanding how safe the country is today.

The thing is that for many years Brazilian police was kept at check by leftards that called it murderous, racist (because it targeted criminals and most criminals happen to look black due to historical reasons) bla bla bla...

Now these hypocrites are being kept silent. The country could progress at least in this field, in the others (mainly environment and economy) Bolsonaro government is disastrous.

so what changed? why is it working this time?

A couple of factors I can think of:

1. Criminals are increasingly afraid of the police. Despite the lower rates of violence, police killings have been going up in Brazil.
2. While police killings have to be analyzed carefully in order to avoid injustices, the truth is most of the people killed by police in Brazil are dangerous criminals and since they are being killed by police, they can't live to kill civilians or each other.
3. The worst factor in my opinion, is that former rival criminal factions have been making peace with one another as a way to not lose their members and be stronger to face the police.
4. An air of hope among the poor right wing section of the country. A lot of young poor people who voted for Bolsonaro decided to wait for change instead of robbing people or selling dope.
5. Ongoing law reforms aimed at giving harsher sentences for criminals and making the process of putting a suspect on trial faster.
6. The economy is, though still slowly, actually recovering from a long recession.

Well, another positive aspect is that even racial inequality in murder rates are being reduced since homicide rates have been reduced more profoundly among Blacks and Pardos as it's the Northeast and North that are seeing the greatest impact. The reduction in White homicide rates is still very significant too, though.
