I think a consistent skin color is key. A lot of people suffer from discoloration.

Nothing to do with hygiene. Light skin looks feminine and tan skin looks masculine. Women look better pale and men look better tanned.

No; clean and undamaged skin looks hygienic regardless of pigmentation tone.
