Difference is, Russians are for the most part descendants of people using original Slavic language, while that's not true in the other case. That's the closest thing to a definition we have here. To speak of Slavs as of an ethnic group in this context makes sense, but that's also why there is no concept of 'Romance' ethnicity, for example.

There are big regional differences in Russia. Most northernes are slavized finnic peoples, south russians are med pontids very close to ukrainians, and russians from east of Moscow including Volga area have many turkic and uralic admixture.

There are plenty of ethnic minorities in Russia, but I was talking about ethnic Russians. Yeah, as most Slavs did, they've assimilated some non-Slavic populations aswell, but there is still direct ancestral link to the original Slavic speakers, and not some trivial one. Something Congolese would lack with the French, as was in his example.
