if you take two big cities in comparison on the same economic level/balance like London and Paris for example and because i could spoke only of what i know ,being a parisianer born,London was/is a swamped shithole builded on the thames near of the sea where Paris(Lutecia) builded by the romans and,modernised by the baron Philippe Haussmann later, builded on La Seine ,where we have dry the swamps for a more dry and sane area,something than they never did before a very long time ,the british were fucking late at the end of the 19th century where other western europeans were more medically advanced,where the victorian area was very unigalitarian,were other countries like France,Belgium,Germany etc ... for example were more egalitarian,the list of the great european medicine men and women is certainly very long but remember Pasteur for example and his process,called "flash pasteurization",his vaccin against rabbit, where the british were with very bad health conditions at the same period,like typhus,tuberculosis,cholera,etc..,but the pauperisation of the native european inhabitants is still existing in a less measure, nowadays,for sure.
but it wasn't all pink in France at he same era ,Zola, the commune of 1870 etc..,but there were a great difference between the two big cities: architectes builders and engeeneers like fulgance bienvenue the guy who build the parisianner metropolitan, where at a similar time they were just a bunch of drunkers,drived by the great opium dealer ,aka queen victoria great-great mother something
seriously i have nothing against londonians and british, but if you look closer,at the same era Paris was a more modern and avanced city than London

The quality of life at that moment in time was anything as bad, if not worse, as in London so don't gloat just yet. Besides: France was pretty much stagnating between 1890 and 1914. It's position as an economy falling back to fourth or fifth place, its population barely growing. There was no Belle Epoque (perhaps only one for a very small elite) but French quality of life did not as rise as compared to Britain. The key difference between France and Britain was, that France didn't really industrialise until after WW2. Whereas the British would have been poor in the cities, the French were poor in the countryside (in fact: rural poverty is still a problem in France).
