Pretty much. Azeris are genetically and culturally very linked with the Iranian world than to the Turkic peoples of central and east Asia. Anatolian Turkish culture is a blend between local Anatolian, Persian, Southern European with some Turkic elements here and there.

I for one feel closer to Turkmens than to people like Montenegrins, Serbs or Albanians.
Though I am not that fond of the Cumans/Kipchaks for what they did in history, still Kazakhs and Tatars are closer to us than are people like Greeks, Bosnians or Romanians of course.

That doesn't mean there is a problem with those Balkan people of course.
