Well they are half Afghans firstly. Secondly yeah ofcourse they are, they are atypical for pretty much all of southern Europe, balkans, west asia etc. There are many light featured Afghans but most look a certain way unlike this girl who looks Swedish.
My point was, Afghans must have high amounts of steppe ancestry in order for one to look like this. You don't get half blacks or half Indians looking like her.

If Irano Nordoid/Irano CM or even just plain Iranid gets mixed with Nordid european then such results happen.
I have cousins in USA who are blonde european looking people but are paternally Iranians. Its funny how you see a Blonde American man and then you find out his name is "Reza"
This man is half Iranian half German American.

The same happens when Nordics mix with Assyrians, Lebanese and Syrians. Kids turn out to be North Atlantid or North Pontid in appearance, if not Nordic. My 3rd cousin, who has an English father, looks like the American singer JoJo.
But this makes sense since these people, including Iranians and Kurds, are the lighter types of West Asia. When Nordics mix with North Africans for instance or Gulf Arabs, like Egyptians and Yemenis, the children still tend to look non-European overall.
P.S. His large eyes kinda give away that he has 'foreign' or non-Nordic influences (as Nordics have pretty narrow eyes).
