A child that young will always face the mother when in natural state of play around others.
Also mothers are never that relaxed when their child is around a stranger. You can tell by the ladies body language on the right.

The woman on the right, clearly. She is more interacting with the child and watching over it. She clearly isn't relaxed as her primal emotions ("There is a stranger and I need to protect my child") are kicking in.
