Is there any difference between the Bunjevci and Šokci people? Why aren't they considered one group?

Bunjevci originated from central and western Herzegovina. First from there settled to the Dalmatian hinterland, then part of them from Dalmatian hinterland moved to Lika, Gorski Kotar, Hrvatsko Primorje (around Senj) and Bačka.
Bunjevci were sheperds. Bunjevci who settled in Bačka adopted agriculture way of life. Also with time they lost Dinaric dressing, gusle, ojkanje (Dinaric singing), mentality etc. and got Pannonian cultural features. Most of Bunjevci settled to Bačka in 1687.
Bunjevci from Dalmatian hinterland and Lika stayed uber Dinarics until now.

Šokci originated from northern/northeastern Bosnia. They crossed Sava river in late 17th century and settled in Slavonia. It seems they were agriculture population even when they lived in Bosnia.
Present day Croatians of northern Bosnia are mostly descendants of settlers from western Herzegovina in 19th century.

Serbs Polić from Srbac in northern Bosnia carry so called Bunjevac cluster of I2-PH908 (number 25 on link it's written Полић) https://youtu.be/MfEjxj6dY5w?t=1428
Surname Polić exist among western Herzegovinian Catholic as well.

That "Bunjevac" cluster of I2-PH908 exist also among Orthodox Serbs and BiH Muslims, not only among Bunjevci or Croatians of Bunjevci origin.

Does I2-PH908 exist among non-Bunjevac Croats?

Exist among others shtokavian Croatians, like Šokci, Dubrovčani, and other Serbian converits. Plus among Dalmatian islander chakavians, who are mostly chakavized shtokavian settlers (aka Serbs) from BiH and Montenegro in Ottoman time.

On the island Cres which is pure chakavian (Dalmatian chakavian is heavy shtokavian influenced) I2a is only 3% and all is North branch.

No they are not. Dalmatian Islanders mostly have nothing to do with stokavian immigrants except of few small islands. Dont spread fantasies here.

Why are Servs so disgusting Gypsies? Its no wonder some Croats tought genocide is only solution for them.
