The prominent people of Latin America are Western Europeans in ancestry (mostly Spanish and Portuguese), they have that great culture within them, so they manage their countries better, and thus have a more important position in the world. They descend from nations that were great world powers and carry that culture.

Many parts of Eastern Europe are behind because of poor leadership and bad decisions, but they have the potential to catch up.

The main problem with Latin America is the very hot weather. Advanced civilization can't flourish in tropical heat; there will always be criminals looking for easy money there, and cocaine grows there as well, which is a deadly combination.
