It seems like golden blonde hair is more common among the North Dutch, while ashen blond amongst North Germans.

Obviously N Netherlands. Netherlands as a whole is blonder than Germany and N Netherlands (Frisia) is particularly blond since it has Scandinavian influence and Netherlands very genetically diverse for it's size. Real question would be if North Germany is blonder than Netherlands in general.
