It seems Peru has a significant and very established white minority south african style. Probably that white elite is extremely disconected with the general population which is very amerindian. Peru totally lakes mestizos when compared to most latino countries, the rest of their people is so amerindian.

Now that's an exaggeration too - Mestizos are still at least 30% of the Peruvian population. The difference is that mixed-race people aren't an outright majority like in many other Latin American countries.

When Mexico for example has 70% of mestizos and Colombia, Chile and Paraguay another big percentage. Its not an exaggeration.

This. I would say that around 30% of the Peruvian population in the big cities (especially in Lima and northern Peru) is more or less balanced mestizo and 10% or so is majority euro (rought estimate based on my personal observations in Peru). There definitely are plenty of obviously mixed people in Peru.

I think this is only for the European and it does not include the MENA.

For the Dominican Republic and going by phenotype 50% should be balanced mulattoes and tercerons (including triracials), 25% Pred. SSA people, 20% quadroons (both depigmented and pigmented combined) and the rest highly European looking people basically. Pretty much what you see there in that graphic. HERE is a good sample of the pred. SSA Dominicans btw. A lot of them are dark mulattoes.
