People have to pay congestion charges to drive through the very slow and congested zones 1 & 2 each day in Central London, and there's lots of road cameras and speed cameras - which are quick to photograph and fine people over minor errors or for not paying the congestion charge.
Cars are frequently slapped with large fine tickets and are often lifted up and towed away if they park for longer than a few mins beyond their ticket time... (I've seen some luxurious cars being lifted high in the air and towed away in LDN,) and that's after they've spent over 20 minutes driving around searching for a spare place to park somewhere.
