The Irish are very Nordic feature-wise but express a predominance of medium to dark hair. And it's not only Bulgarians but every single population I have based a study on so far (this includes Hungarians, English, Dutch, Swedes, Bulgarians, French and Croats) with the exception of Italians only that scores as blonder than the Irish.
And here is what an Irish scientist says about blondism in his own country:
- Globally, blond hair is rare, occurring with substantial frequency only in northern Europe and in Oceania, which includes the Solomon Islands and its neighbors. “Its frequency is between
5 and 10 percent across the Solomon Islands,
which is about the same as where I’m from,” said co-first author Eimear Kenny, PhD, who was born in
Ireland.

Ireland doesn't show a great blondism frequency but is a quite light-eyed state (of those I have conducted a survey of only Sweden, The Netherlands and England score as lighter-eyed).
And if you are gonna quote me, at least do it properly - average blondism of 11,27% based on both sexes (5,74% among men and 16,8% among women):
