    In France - hair is definitely not lighter than eyes, Supercomputer. It is quite proportionate. Majority has brown hair and brown or mixed eyes with an intermediate complexion. They are as a whole neither dark, nor light. Blonds are commonest in northernmost parts, while black hair is commonest along the Mediterranean regions.

    Yes the British Isles are definitely much lighter-eyed than light-haired. It is also much lighter-skinned ( the skin type 1/2 frequency is quite high), exceeding even the Scandinavians who are a predominantly blond and blue-eyed group!

    If one has my manner of diving blond and light brown hair (as blonder groups don't always have more light brown shades than others), answer is obvious - eyes lighter than hair everywhere.
    If you are simply to exclude dark brown shades and black, on one hand, and hazel and brown eyes, on the other, then by comparing frequency of blond, red/reddish and light to medium brown hair to light eyes (blue to dark green) I would say that:
    - Brits and Irish have more light eyes (the trend being more visible in men)
    - Germans, Austrians, Hungarians, Balkan groups (with the exception of Greeks maybe) and Russians have more blond to medium brown hair than light eyes
    - the rest of Europe has pretty close proportions of the two

    Here is one study & results....

    For blue eyes: 90% Iceland, 89% Finland, 80% Latvia, 70-80% Sweden, 50-80% Norway, Denmark, Netherland etc.

    For blond hair? 80% Finland, 78% Sweden, 75% Norway, 70% Estonia etc.

    To get that high number (blue eyes) I assume they have calculated almost all light eyes as blue eyes ... for example like this Finn girl's violet eyes.

    Why would you even group Germans & Austrians with Russians? Germans as a whole are light (blond or light hair and light eyes dominate), but blondism decreases from north to south. The Austrians are intermediate but much more on the light side. They are comparable to southern Germans. See.
    Hungarians are just intermediates. Balkanites have brunet tendencies, though some are “light”. Russians have that imbalance of hair that could be quite light associated with mixed or even (light) brown eyes.
    British and especially the Irish have the imbalance, because they could easily combine dark brown hair with pure blue eyes. This is due to an “excess” of blue or light eyes in their population.

    Or those light violet eyes (in picture), or mix of those (gray and blue).
    But why not? They all are pretty close to each others (their structures) ... and are some of those more ''worse'' or less ''wanted'' than blue eyes? Not in here anyway...
