Default Polish Members: Help With Translation

Hello. Please, could any of the Polish members help me translate the letter below. I am studying the Kościuszko Uprising and I believe this letter is from that period.

All I should advise you regarding how to solve this puzzle is that you should find a professional or an expert in the field of handwriting, and not to ask the members of the Polish forum, because they don't have 'expert knowledge' in this area

Language is alive - this statement is a cliché right? Text you asked for was written many years ago in the official language. Polish syntax has changed since 18th century. What is more handwriting doesn't make the task easier.

I DO MY BEST. You had better appreciate it.

"Roku 1794 Julii 21 Dnia" // a day, month and year
"Obywatel Jan (...)" // here is a full name of the subject of this letter - Jan
"z Dóbr (...) // a proper name of the place where the citizen Jan hails from
"(...)sytuowanych na skutek Uniwersałów do Pospolitego Ruszenia od najwyższy władzy wydanego ?cannot read? konnych umundurowanych ze wszelkiemi rekwizytami do sztabu ?przystawił?" (...)

Unfortunately I can't read the rest of it. Possibly the text was signed by someone whose name was Nikodem. This is indeed from Kościuszko's era - Uniwersał Połaniecki, Powstanie Kościuszkowskie. As far as I can recall it might be a call for a struggle.

    Uniwersał Połaniecki:

resulted in the armed struggle if I remember history correctly. This letter could be about appearance in person at the military staff (a noun "sztab" gdzie? = where? "do sztabu") and convey a horse for the purposes of armed combat - my guess and a probability rather than a certanity. The second guess... the letter could be some sort of certificate. I think that Jan fulfilled his obligation to appear at the staff.
This is a tricky task for at least few reasons mentioned at the beginning. My conjectures are this letter is either a call or certificate.
