I would have said that Poles are darker as a whole, though there are areas in Poland lighter than Russia average (I think) and areas in Russia lighter than any Polish region (like areas around Yaroslav, Kostroma, Vologda, Pskov).

[I assume that by Russians you mean only ethnic Russians and not minorities]
I guess they are pretty comparable. Both Poland and Russia has some lighter and darker types.
On average probably Russians are slightly lighter than Poles since Poles have a bit higher Neolithic/Meditteranean admixture.
