Culturally, historically, politically, phenotypically (if you want to concern that also), etc.?

I'll answer from my point of view.

It depends. Normally, no matter which region we're taking into account, Romanians always felt a kinship with other Romance people even if this feeling is sometimes not reciprocated, due to unfortunate circumstances and barriers created between them and us during history, such as the harsh Communist regime that isolated us from the rest of the world.

Nowadays, people are more understanding of who we really are and the bond is slowly coming back, as I've also noted while living in Italy.

Apart from the rest of Romance countries, Romania shares similarities with Balkan countries. Out of all our neighbors, the least close would be Ukraine.

Before anyone gets upset, these are my grandparents opinions, not mine.

I'm an American so I can only mention which countries my Romania born grandparents (Transylvanian region) felt closest to. They seemed to have a particularly good impression of French and Italians because of their cultural influence and Latin connection. They also liked Germans based off their experience in Romania during WWII vs Russian soldiers who were less well behaved. They seemed less impressed by Slavic culture and had a bad opinion of Russia.

Among neighbors only serbia and bulgaria. Apart from them italy mostly and other latin speaking countries (to a lesser extent). I don’t consider Moldova a different country.

I agree there is some kind of a link between Romania and the countries that you've quoted, less with Spain.

In Italy there are also lot of romanian people (recent immigrants or second generation and even third generation romanians), it could be one of the explanations in addition with roman cultural heritage (and maybe some genetical don't know if Romans left anything genetically in Romania).

From what I've seen Romanians and Italians tend to be very close in how they are attached to family etc. something that makes clearly the difference with others areas.

From my experience with the Romanian diaspora this is the general idea and feeling I always got too from them. Romanians approaching more towards a Slavic identity is something I have only seen on TA.
