What's the point of having 'jobs and better salaries' if the one single most important supply - water - is irreversibly poisoned for hundreds of kilometers around?

It could be endless disscussion. I think you're overstating the problem. Majority of population lives in the Volga river basin but industrial fishing is still possible on the lower Volga. Water is a renewable resource, rivers can clean themselves. I more care about poluted rivers at the southern Russia in the result of agrarian industry. I more care about polluted rivers at the southern Russia in the result of work of agrarian industry, but it doesnt mean that it had to be banned there.
