What defines ethnicity? Language or phenotype?

A black man talking French is African or European?
A Nordic looking girl from Russia is speaking Slavic language and has Slavic name but no east Baltic looks is she Russian or Scandinavian?

What exactly makes you part of an ethnicity? I'm not meaning nationality since that's only on paper nowadays.
