Yes II. IMO types III and IV are 'borderline' for Europe, while V and VI are not really European at all.

This scale shouldn't be used in that way, it's a scale used to evaluate rapidly skin cancer risks and more largely to have a quick idea of what kind of skin it is.

In between these quantified categories you have people that are all the time Type II but that can tan midly (not minimally), people that are type I-II...

If you means the color of the guy I think 90% should be a good number.

Stop talking rubbish. Truly white skin relates to skin phototypes I/II that is less than half of Scandinavian and Balts! Truly White skin is most common in the British Isles, especially Ireland.
