Of course there're partisan interests involved (deeply involved) from Republicans as well as Democrats, but strategically it wasn't a good way to promote the partisan interests of the Democrats, until President Trump exhibited red flags that forced Pelosi's hand, and compelled her to investigate. Irregardless of whether the red flags lead us to anything substantial, they still must be investigated, and the end result of the Congressional Investigation didn't exonerate Triump. On the contrary, Trump was doing his darnedest to prevent potential witnesses from testifying in the Congressional Impeachment Hearings. So, that in itself points at "abuse of power" and obstruction of Congress". Having said that, it's clear that it won't be confirmed by the Senate, because a wall of Republican Shields simply don't want to have it done (regardless of whether there are any good reasons).
