I dont see any other Nation filling that gap in Europe, the economic future of Italy and France are the same if not worse.

Part of it is their commitment to the EU and NATO, the latter being much more beneficial to Germany but still requires them to spend a certain amount of GDP on military hardware.
Also Germany always fucks it's self when it exports arms because they usually license them and they let the licensee produce in their own country instead of producing themselves and reaping all the tariffs and taxes associated with homeland production and exportation.
