"Even maybe"? Average Saami don't even look that chinky. Coon said that a Saami man with Nordic traits was more typical of Saami as a whole than his more exaggeratedly Lappid plates (https://www.theapricity.com/snpa/troeplate01.htm):

FIG. 6 (2 views, photo Martin Luther). A Norwegian Lapp, with light skin, light eyes, and brown hair. Although considered a pure Lapp, this man has many Nordic traits. He is much more typical of the Lapps as a whole than are Figs. 1, 2, or 3, who were chosen to represent the Lappish prototype rather than the Lapps as a group.

This Saami alpine skier (Anja Pärson) obviously has a wide face even by Saami standards, and she overall looks more chinky than average Saami:

I had in mind those first plates as examples when I classify people as Lappid or Lappid influenced but then how do you explain those chinky individuals?

    Upper Paleolithic influence.

    Coon.

During the Late Pleistocene age, the post-glacial Mesolithic cultural period, descendants of Upper Palaeolithic hunters lived in North Africa, in most of Europe, and in western Siberia, where some of them merged into the ancestors of the mongoloid group of humanity. Even during the Upper Palaeolithic cultural period in western Europe, some of the hunting peoples showed incipiently mongoloid racial tendencies. Among the living descendants of these hunters, these tendencies are more common in the eastern groups than among those living in the west.

FIG.5 (1 view). A Finn from Vasa (S. Ostrobothnia), who is anthropometrically and morphologically very close to the Irishman from Leitrim. The same curly hair, and the same conformation of the forehead, lips, and nose have produced a striking similarity. This and other evidence indicate that features which in Finns are often popularly supposed to be mongoloid are actually of European Upper Palaeolithic inspiration.

Saami and other Finno-Permic people look more Mongoloid in old photos than today. I don't think it's only because they have become more mixed with Norwegians/Swedes/Russians, but also because people who are more healthy and fit look more Mongoloid and less progressive, and Europeans were more healthy and fit in the past, so they also looked more Mongoloid and less progressive.

Even non-outlier Europeans used to look more Mongoloid and less progressive, like these Belarusians (http://collection.kunstkamera.ru/ent...ethnos=3507652):
