It's hardly surprising that a country at the peek of civilization, as France, has contributed to the infrastructure developments in places where many people still lived at stone age level, but believe me, none of the indigenous peoples were missing the "great civilizing" measures that empires like the French, Portuguese, Spanish, English and others have implemented there during the centuries. These people were perfectly settled in their simple way of lives, and didn't deserve to be exterminated, exploited, enslaved, so certain countries would get richer and richer. The commoner French, and usually the commoner people in all the native lands of these empires haven't immediately seen great benefits and improvements to their lives, but as the decades, centuries have passed on, their lands have significantly improved their infrastructures, capital (ownership, work in exchange of remuneration) has became more and more accessible to most people, without most of them ever questioning all the horrible exploitation their rulers were doing in other parts of the world. Do not act surprised that the descendants of this exploitation want also a piece of this cake that Westerners are serving in the comfort of their "puff" lives. This "golden lives" of Westerners at the end of the day, pretty much, are thanks to taking advantage and exploiting other peoples of the world and their native lands.

Do these roads (the only thing) worth disproportionate military actions against civilians ?

We can talk also about the massacres of FLN if you want, the war of who has killed more than the other side don't interest me, sorry. There were brutalities in both sides and actually Algeria was seized because of continous harassments of coastal european area by Barbaresques.
