Yes she's probably overreacting but it's clear they were not migrants simply by looking at how well they were dressed I think croatians are simply not used to see black people and even if they aren't cucked it's not a reason to be hostile to any foreign tourist who come to visit your country anyway I noticed a lot of black people (french speakers mainly) tend to make videos about how it's like to be black in a foreign country (and plenty of other videos who clearly show how complexed some of them are) it's sad really

Personally I don't think it's because of the massive presence of blacks in some parts of Europe but simply because we tend to fear what isn't like us it's a natural reaction I'd say. Plenty of non european countries who have almost zero black on their territory tend to be racist towards them (their skin color surely don't help lol). At the end it's better to stay in your home country surrounding by your fellow countrymen

I know blacks who were called monkeys in croatia they spent lot of money to go there so it's very idiot to be rude with them

Yes I've said also that I think it's more natural than anything else. But there might be also some fear of black migrants invasion going by what they have seen in other european countries (like Italy).
